As you can see, the vessel stopped first at Point Levis (prounounced L' 
VEE) which is right across the St. Lawrence river from Quebec City ...

The passengers heading inward would actually board their trains on the 
Levis side, so they may have disembarked there.   Regardless, the passenger 
list is filed with all the others and you can find it online 
...here   http://www.collectionscanada.gc.ca/databases/passenger/index-e.html

I just peeked at the "passenger list," and the first 8 pages appear more 
like "customs" lists compiled after arrival and the last 2 like regular 
manifest pages, of that period of record keeping.  Maybe the Purser was 
short of the proper manifest forms.
