Cannot help with a crew list but can give you some info on the ships movements.
From the London Times Military and Naval Intelligence column:
Jan 20, 1863:
The sailing frigate Active, 40, attached to the Chatham sailing
reserve, has been selected to be fitted as a trainingship for the
lads and men of the Naval Coast Volunteers. It is probable that the
port to which the Active will be sent will be Hartlepool.
Jan 28, 1863:
...Yesterday the sailing frigate Active, one of the old class of
40-gun frigates, was brought up from the ordinary to Chatham
dockyard, where she is to be completed in her fittings by the hired
shipwrights and mechanics, and sent to Hartlepool to serve as a training ship.
Jan 29, 1863:
Yesterday a numerous body of shipwrights were placed on board the
sailing frigate Active, 40, moored off Chatham dockyard in order to
convert that vessel into a training ship for the men of the Naval
Reserve. Beyond, however, the removal of the cabins, bulkheads, and
other fittings there will be few alterations required, as the Active,
which was launched at Chatham dockyard about 18 years ago, and was
then considered to be one of the "smartest" of the sailing frigates
of her class, has never yet been to sea, and, in fact, has not been
removed from Chatham harbour, where she has been lying ever since her launch.
Feb 3, 1863:
The sailing frigate Active, 40, now in the hands of the shipwrights
at Chatham, who are fitting her for a training ship for the naval
reserve at Hartlepool, will be placed in the first dock which becomes
vacant, in order that an examination may be made as to the condition
of her hull, the Active not having been docked for a considerable
number of years.
March 20, 1863:
The third dock at Chatham, vacated by the Royal Oak is being prepared
for the reception of the sailing frigate Active, 40, which is being
fitted as a training ship for the Naval Coast Volunteers at Hartlepool.
June 4, 1863:
The sailing frigate Active, 36, Commander T. Heard, one of the
squadron of sailing vessels built from the designs of Admiral
Symonds, having been converted into a training ship for the Naval
Reserve, left Chatham harbour yesterday for Hartlepool, where she
will be stationed. The Active, although launched about 20 years
since, was never out of Chatham harbour. Her upper and main decks are
fitted up in a very complete manner for the service for which she is
intended, and commodious cabins have been erected for the officers,
warrant-officers, and police who will do duty on board.
June 5, 1863:
In consequence of a telegram received at Chatham from the Admiralty
the sailing-frigate Active, Commander T. [Thomas] Heard, has been
detained at Chatham, but will leave the harbour this day for
Sunderland, where she is to be stationed, and to which port she will
be navigated by a party of seamen from the steam reserve. The Active
will be towed to the Nore by the Adder, when the paddlewheel steamer
Medusa will tow her to Sunderland.
