England does have a database for those sailing from UK ports. There 
is a Walter Crossley, age 22, sailing March 19, 1913 on the Arabic 
from Liverpool to Halifax and Portland, Maine. He is listed as a 
labourer. Canada has these online at

You could also try looking at the Ellis Island database here
